About Evraz Highveld

Evraz Highveld Steel and Vanadium Limited is a vertically integrated steel and vanadium slag producer. We mine titaniferous magnetite ore at our Mapochs Mine operation at Roossenekal, Limpopo and produce iron and steel products and vanadium-bearing slag at our Steelworks, based at our headquarters, at eMalahleni, Mpumalanga.

How do I register as a COSM claimant?
Submit the following completed registration documentation (Refer to rules for detail).
  • ANNEXURE 5: Declaration by external authorised representative and a pro forma letter attached to Annexure 5 (where applicable).
  • ANNEXURE 10: Claimant Registration form.
  • ANNEXURE 11: Claimant product information.
  • ANNEXURE 12: Agreement to VAT invoicing.
  • ANNEXURE 13: Permission to verify documents at Customs and Excise.
  • A copy of VAT registration certificate.
  • Please contact the SAISI office for additional assistance.
Do I have to pay a registration fee?
No, COSM claimant registration is free of charge.
Do I have to renew my COSM registration as a claimant?
No, you will remain a registered COSM claimant until you inform SAISI to terminate your COSM claimant registration.
What documentation is required to qualify as a complete claim? (Refer to rules for detail)Commercial invoice.

When can we start claiming?
After date of registration as a claimant.
Within what time frame must claims be submitted?
Within 6 months or 184 days after date of export.
When will my claim be paid?
Claims are treated on a first-in-first-out basis.
What payment method is used to pay claims?
Claims are paid by electronic transfer into the claimant's bank account.
What financial assistance is available on exports?
The current rebate is R173 per ton and is payable on the net steel content of the finished product.
Which countries do not qualify for exports?
All overland Africa exports, sea and/or air freight exports to Mozambique, Zimbabwe, Zambia and Malawi do not qualify.
Who can claim from COSM?
COSM recognises the actual exporter as the claimant except in instances where the right to claim is ceded.
Does SAISI pay concessions?
No, SAISI does not pay the concessions. The relevant Cosm member pays the concession. However, concessions from ArcelorMittal South Africa Ltd must be submitted with the relevant COSM claim.
 
Where do I apply for concessions?
You have to complete the application process with ArcelorMittal South Africa Ltd to qualify for a concession.
Where do I get a concession form?
You must first register with ArcelorMittal South Africa Ltd to qualify for a concession and to obtain a concession form. (V225 form for ArcelorMittal South Africa Ltd)

Who is the South African Iron and Steel Institute (SAISI)?
The South African Iron and Steel Institute (SAISI) is a non-profit, pro-competition and non-governmental representative organisation serving the collective interests of the primary steel industry in South Africa.
SAISI was established in 1962 as the South African Rolled Steel Producers Co-ordinating Council. In 1995 the name was changed to the South African Iron and Steel Institute.

Does SAISI offer bursaries?
SAISI makes the SAISI Bursary available each year for the first year of study in metallurgical engineering at the University of Pretoria (UP).
